WITHDRAWAL OF AUTHORIZATION TO ISSUE TRAVEL PERMITS: AMENDMENT OF
STATE OF EMERGENCY COVID-19 REGULATIONS
In accordance with the Proclamation No.13 (2020): Amendment of State of Emergency COVID-19
Regulations dated 17 April 2020, Regulation 7 divides the entite country into specific Zones:
(2) “during the lockdown period, a person may not enter into or depart from one xone to another xone, except that this provision
may not be constraed as preventing a person from movement within the same xone in which he or she is located as long as that
person complies with the requirements of these regulations relating to the movement of persons and goods”
In view to ensuring effective implementation of these amendments, the Namibian Police (NAMPOL) has put
in place a Country wide Lockdown Deployment Plan. As a result, people are strictly required to limit
movements within and outside the demarcated zones in order to prevent the spread of COVID-19.
Therefore, Authorized Officers for the issuance of travel permits have now been reduced to the following
categories of Officials ONLY, namely:
1. NAMPOL Regional Commanders and previously Authorized Station Commanders;
2. Regional Directors of Health; and
3. Regional Directors of Education.
